Basically google is returning an error message to him
[and apparently others]
saying "cannot view in your country." when they try to view the video.

I'm using a Canadian ISP and can view the video
so I cant test it.

So I need my American readers to test the link
and see if they can access the video
and report back

Please include the name of your ISP
and your physical location in a comment
and whether or not you are able to view the video
additionally if you get a different error message
please include that as well

I'm at work, using ChoiceOne Communications DSL (WORST ISP EVER) in Pittsburgh, PA. I'll test it using Comcast cable once I get home.
