Please feel free to leave an opinion on all or any part
I would appreciate your thoughts

I define terrorism as acts of violence perpetrated on and targeting civilians.
If you have another definition you may feel free to leave it, but for the sake of these questions lets use my definition

As such I do not believe attacks on legitimate military targets, whatever the means, are acts of Terrorism.

To clarify, September 11th was Terrorism
The bombing of the US marine base in Lebanon in 1982 was legitimate warfare

These are statements which I am not asking for your opinion on, though you are welcome to leave it.

I say this just to frame the questions which I am curious about.

What is a valid means of fighting back against a numerically and militarily superior force?

What course of action is available by moral or conscientious standards if someone feels that our government is a tyrannical?
Our founding fathers were of the opinion that one did not have the right, but the obligation to stand up to tyranny, and obviously, a person who feels they are oppressed by a tyrannical government is not going to have any faith in our legal or political system to make redress. And what are your rights if the legal system fails you?

Do you have the right to seek personal justice? The concept of our legal system is that it is a social contract by which we all give up our right to seek personal justice in exchange for a more orderly system of a supposedly impartial third party.

The constitution begins "We hold these truths to be self evident, that all men are endowed by their creator with certain inalienable rights"
Governments purpose is to uphold and protect these rights, when government fails what is the recourse?

What is a civilian?

I define a civilian as anyone who is not a member of an armed militia group
Is a police officer a civilian?
Is a politician a civilian?
Is a bureaucrat who decides government policy a civilian?

I have struggled with this definition for sometime, one could make an argument that anyone who is a member of an oppressive regime and instrumental in carrying out the oppression of its people would not be a civilian, but on the other hand, I cannot justify targeting some poor sucker who only really cares about bringing home a paycheck at the end of the week. Obviously military and police personnel sign up to enforce the will of the government, of course in an ideal situation this is also the will of the people, as such I would argue them to be legitimate targets.

Let me finish with the following caveat, I am not some government hating gun nut, but I can definitely see places where the government fails to uphold its part of the bargain, and while I cannot understand most of their actions, I can feel some sympathy for the desperation and powerlessness they feel.
