From the moment they pick me up to the moment when I stand before a military commission and everywhere in between, including the status review tribunal. Again, if everyone along the whole process ignores the law that states who the process applies to, then we have a much bigger problem that goes well beyond the law. You cannot write a law clever enough to apply even when the enforcers won't enforce it.
If that's your requirement, you'll have no law at all.
