A theoretical evaluation of how such a mission should be carried out

This is a mental exercise by developing the perfect M.O.
We can then identify what mistakes are being made and understanding deviations from the ideal will help us understand the motivations and practices of the individuals

This is not designed to be a completed work but a work in progress, your input and criticisms are necessary to perfect the model and raise ideas that I have not thought of

Please keep in mind that this is an abstract academic concept, from the perspective of a how to manual, if you feel uneasy with frank discussion about how to take a human life, this probably isn't something your should read.

All of the ideas and techniques listed herein are compiled from my experience and various other resources. None of this was copied directly from another source or even thought about before I set down to write this. It is not a topic which I spend time contemplating. This is not meant to promote or encourage such behavior but instead to walk through the processes to better understand the world around us, and how such people think or behave.



Begin Scenario

Preparation :

There are two forms of preparation, tools for the job and intelligence gathering/mission planning

I will address each separately

Equipment list

These are minimums, I would prefer to have twice the quantities just in case and this is going the simplistic route, with commonly available items, [meaning buy only items which are sold in massive quantities] or things that are easy to make, in many cases there are better solutions.
I would also probably choose a different weapon, but I will go with their choice for this exercise, as it has the advantage of being readily available and very common. I am also using amounts for a theoretical mission timeline of two weeks, as more than that is becomes much more likely that you will get caught.

With the exception of the vehicles, it would be preferable to obtain as much as this as possible by traveling to other parts of the country and purchasing them there, as if they do try to track something down, no one who sells it locally will have any record of you. If you travel try to do as much of it as you can by automobile, do not speed and make sure your vehicle is properly licensed and in working order. The reason for driving is that it does not leave a record of your trip, getting a speeding ticket would create a record which you do not want. Only use cash when you are on your trips, do not use a credit card or an ATM. The only exception would be if you had a legitimate reason to travel there, i.e. visiting family, in that case still use cash for your mission related purchases but use credit cards for all the things your normally would, as you want to create the impression that this was just a routine visit of family any behavior out of the norm is unadvised.

Purchase the following, use cash for all purchases.

A panel van, the type without side windows - white or beige
An old but tidy American sedan - something which in both color and model will resemble local taxi cabs
A modern official type car, Crown Victoria or Chevy Caprice [dark government type colors]
AR-15 rifles equipped with collapsible bipods and a high quality scopes for each vehicle
Extra barrel for each rifle
Flash suppressors for each rifle (can be made or purchased)
1500 rounds of the most common .223 caliber ammunition, purchased in small batches as to not draw attention
50 - Thirty round magazines for said rifles
Casing capture bags for each rifle [can be made or purchased]
Two high quality pairs of binoculars
Generic looking duffel or sports bag which can conceal the rifle for each rifle
Two sets of workman's overalls with various logos
Two jogging or workout suits
Two generic but respectable suits [nothing flashy]
A police band scanner in each vehicle and two handheld models
Flare pistol for each vehicle and two extras
Box of two hundred pairs of latex gloves
Two pairs of medium quality leather gloves
Two pairs generic workman's gloves
Disposable razor and twenty eight razor blades
Four wigs of different colors, styles
Four types of wash-out hair dye, one to match each wig
Two dozen brillo pads or steel wool
A high quality stage makeup kit
Two dozen generic cheese cloths
Two dozen cans "dust off" or similar compressed air product
A dozen generic shoe boxes
Two rolls of moleskin [camping supplies used to prevent blisters]
Two generic banquet style folding tables
One army surplus cot with pillow sheets and blanket
One generic inexpensive microwave
One empty fifty gallon metal drum
64 Assorted Microwave meals which do not require refrigeration
Fourteen gallon jugs of water
Plastic cups, plates and silverware enough for 42 meals.
3 gallons of lighter fluid
A dozen plastic grocery bags
At least a dozen rolls of black electrical tape
A Cheap Alarm clock
And last but definitely not least
Several rolls of Duct Tape
18 feet of thin cotton cord, clothes drying lines are ideal.

Once you have obtained all of your equipment you can move on to Mission planning.

Mission planning

1) Prepare yourself
A) Shave all body hair [yes this includes your nuts and your crack] except your eyebrows; brush them with steel wool to remove loose hairs.
B) Scrub body with steel wool to remove top layers of skin
C) Dress in new clothes
D) Put on latex gloves

In public wear leather or work gloves over your latex gloves to avert suspicion.

2) Obtain a birth certificate from the department of public records; to do this you need a state where such information is publicly available, if it is not available in your state, check nearby states. If possible find someone of your approximate age, who has recently died, you can search obituaries on the internet to find one in a state which you can use. If absolutely necessary, you can use a living person but it is not preferable.

3) Request a social security card from the social security administration, do this in person at the federal building in the state which the birth certificate was issued. They will require you to show your birth certificate and sign an affidavit.

4) Go to your local public library, use the social security card and birth certificate to obtain a library card.

5) Go to the local DMV, present the library card, social security card and birth certificate to obtain a state ID card. In some states they will require a witness to your identity in addition to these documents, if that is the case go to another state which does not require this. It is important to make sure you dye your eyebrows a different color and wear a matching wig, glasses are also preferable to mask your appearance. You will need to leave photocopies of this ID at various points so you do not want it to be an obvious photograph of you.

6) Take this ID and use it to obtain a drivers license, again make sure you use the same wig and dye. The reason for this is that some states have stricter requirements for Driver's Licenses than for State ID cards.

7) Open a PO Box using this ID

8) Use this ID and the PO Box address to apply for a city and state business license.

9) Take all of the above documents and open a business checking account

10) Now you can find a base of operations, this should not be your home, and preferably is a place where you can store the vehicles and your comings and goings are less likely to be noticed. Something in a low rent commercial neighborhood, pay your rent with a company check, cash is more likely to be remembered.

Prepare yourself again before entering your base of operations, clean the entire thing from top to bottom, you should feel comfortable licking every surface in the place, set up your tables and cot in a room without windows or if that is not available use brown wrapping paper to cover the windows. Move all of the equipment into your new base of operations. Do not bring any of your personal possessions everything brought into the space should be purchased new and still sealed in the original wrappings.

11) Prepare the mission
Purchase two maps of the metropolitan area
Select a radius of your base of operations for your no-kill zone the size of this should depend on the location of your base, if you are in an urban environment a mile is sufficient, if you are in a suburban industrial park a few miles would be better. Once you have your no kill zone pick a point on that circle preferably one in the direction of the more populated areas of the city, draw a line from your base to that point and half a mile beyond that. Create a new point at the end of that line. This new point is the starting point for your theatre of operations. Extend the line from your base to that point, out between ten and thirty miles, (the size of your target city will determine this) create another point at the end of the line. Mark the midpoint between the two points, and use a compass to create a circle containing both points. This creates a theatre of operations which is entirely separate from your base and will serve to misdirect investigator towards the center of the circle as opposed to your base. Looking at the map, identify potential target sites; you will need a total of 36 primary areas and say four to ten backups. These are not your actual firing positions; these are simply areas with lots of targets and traffic so that you can blend in. You want these areas to form a haphazard circle, something that the cops won't have too hard a time identifying as a circle, but not straight enough to make it seem to straight forward or allow them to be able to predict your next target zone. Now it is time to see the ground. Take a notebook and visit each target site, identify possible firing locations, you want three to four firing locations for each site, no more than five minute drive apart, so if you have to move from a primary to a secondary it will not affect your schedule.

Characteristics of a good firing location:
A) Good field of view of a high traffic area
B) A minimum of four escape paths, two on foot, two in a vehicle
C) Cover, a place where you can see but are not easily visible
D) Range, pick a location where you can fire and retreat without being easily connected to the scene
E) Little traffic, you want someplace where it is unlikely that someone will surprise you as you are aiming
F) Legality, do not trespass or do anything which would draw attention to you or your vehicles.

Observe each firing point; look for traffic patterns, commercial deliveries (does a big truck block one of your escape routes every Friday afternoon as it delivers to the supermarket) Is there a donut shop or other police hangout nearby. Where is the nearest police precinct house? What types of vehicles are mostly present, which vehicle will blend in the best. What type of dress is most common, should you wear a suit or overalls etc. Write down all of this information, also write down any random observations your happen to notice, foot traffic around your firing zone etc. Every bit of information you can write down will aid you later, the better you know the area the better you can react when things go wrong, and something will always go wrong. Go over your lines of retreat; look for possible problems, plan contingencies for these problems. Once you have all the information and have determine primary and secondary firing positions, have planned your escape routes you are ready to move towards the action phase. Assign each target area a letter, write numbers on pieces of paper equivalent to the number of target sites, draw those numbers randomly and apply them to your target sites. This will produce a mostly random order in which you use each site and help make it more difficult for the authorities to predict where you will strike next. Copy your notes on each site to a piece of paper which has the minimal identifying information on it; use your memory as much as it is reliable. It is highly preferable to type these up and print them at a Kinko's or similar copy shop as long as you can do so discreetly. Handwritten notes are a smoking gun. Again the trick is to make sure that any evidence the police can gather gives them as little information as possible. Burn your original notes, and the map with the marked circles. From now on you want to have as little of a paper trail as is possible.

Determine two disposal sites in the city for disposing of the vehicles after the mission is completed. You want areas which are relatively quiet urban and not, absolutely not a residential area, too many prying eyes.

Next prepare your equipment.

Equipment Preparation

1) Prepare yourself - this should be done before each and every mission
A)Shave all body hair except eyebrows [brush them with steel wool to remove loose hairs]
B) Scrub body with steel wool to remove top layers of skin
C) Dress in new clothes (clothes purchased for the mission)
D) Put on latex gloves

2) Prepare the vehicles
A) Remove all VIN tags from vehicles, inspection stickers, etc and if possible replace inspection stickers with ones stolen from other similar vehicles.
B) Wipe down each vehicle for prints, vacuum for fibers etc
C) Swap license plates from all vehicles with ones from vehicles with same make, model, year and color.
D) Place two half empty plastic gasoline cans in the main compartment of the vehicle; in the cars this would be the passenger area, in a van probably right behind the driver's seat is optimal.
E) Put several plastic grocery bags into each vehicle

3) Load the magazines with ammunition using the following process.
A) Use compressed air to blow out any dust or particles inside the magazine.
B) Wipe the interior of the magazine using a cheese cloth
C) Use the cheese cloth to wipe each and every round for prints before inserting it into the magazine.
D) When a magazine is filled wipe down the exterior of the magazine
E) Use the black electrical tape to tape two magazines together, in an upside down configuration so that you can just flip it over if you need to reload.

4) Prepare the rifles, and other equipment
A) Check and remove serial numbers, production dates, batch numbers etc from all equipment
B) Dismantle and clean weapons, wiping for prints, remove all dust.
C) If the rifle has been fired, retool the barrel to change rifling patterns
D) Cut oversized circles of moleskin to fit the edge of the scope, where your eye would go, be careful not impair vision through the scope. Also cover parts any part of the rifle where your cheek may come into contact.
E) Modify the rifles with a three round burst kit, do not bother with full auto, if you have to shoot your way out of a situation, full auto is too inaccurate, and three round burst will be more than sufficient.
F) Attach the casing capture bags to the rifles, this will collect your casings and not leave them behind as evidence.

5) Prepare your clothing and appearance
A) All clothing should be purchased loose fitting, this has two purposes, one it disguises your body type and it also allows you to move freely. You do not want clothes that are uncomfortable or restrict movement.
B) Wash all clothing several times using a generic detergent from a common grocery store, feel free to mix colors to give to give the clothes an older look, the only clothes that should look remotely new are your suits, but even those should only look respectable not dapper or dashing. Again the point is to avoid calling attention to yourself and to blend in.
C) Apply appropriate stains and wear, if you are wearing mechanics overalls add some grease stains and take the steel wool to the knee and elbows to make them look worn through use.
D) Get used to wearing your wigs, dying your eyebrows and using stage makeup to alter your appearance, a useful item are pad that are designed to go into your mouth to change the shape of your cheeks and jaw line. Alternately cotton balls will work for this purpose as well, but are less than ideal.
E) Get used to speaking with such objects in your mouth and comfortable having them there. Realize that you will sound different but just make sure it isn't freakish or remarkable enough that someone will remember you, or god forbid having one of them fall out or become visible during a conversation.

All wrappings, product tags, packing materials and receipts if you haven't disposed of them already should be put into the fifty gallon drum and incinerated with lighter fluid.

Now the mission is ready to begin, you have to excuse yourself from your normal life in a way that will not be suspicious. The best way is to have planned enough in advance that you can get two weeks off from work. Tell everyone that you are going fishing, camping something remote where you won't be observed or noticed on a daily basis but no more than a six hour drive. Pack your bags like you are going where you say you are going say goodbye to all your friends, and go there, rent your cabin or if possible borrow a friends, keep the receipt, unpack your stuff, buy enough groceries for the week from the local store, tell all the local about how much you are looking forward to getting away from it all, and catching up on your reading/fishing whatever will explain you not being social. Bring or buy all the appropriate gear to support your alibi, make sure if you are going rock climbing you have the right equipment, and that it looks used to begin with. If you say you have been rock climbing and all your gear is brand new, someone isn't going to believe you. Cook dinner, clean up after yourself, leave the dishes in the drainer, and generally make the place look like you have just stepped out for an afternoon hike or something.

Leave your car behind, have one of your other vehicles parked a short enough distance away to be an easy hike but far enough to not be associated with you. Park on a separate road, if available, so that anyone who observes the vehicle will not connect it with coming from or going to your location. When you return to the cabin, you will re-park the vehicle in this place

Return to the city, from now on you are not allowed a single mistake, do not speed or violate a single law or do anything which might call attention to yourself. Make sure that you never, ever go anywhere without a disguise and be alert to anyone you might know, you want to make sure you see them first so that you can avoid them. Do not go to within a mile of your home or to any store or place that you usually go to. There is no point in setting up a reasonable alibi if you blow it by going to your usual grocery store and running into your neighbor.

Completing the Mission

You will terminate three targets a day, with six hours separating each kill. The first kill will be at 6am, the second at Noon and the last at 6pm. These are all high traffic times which will give you more people to blend in with and more targets to choose from. Do not deviate from your strike plan unless you feel a firing point is insecure, if you are unable to eliminate a target at the exact strike time, do not attempt to make it up, just return to base and prepare for the next strike window. This will accomplish two things, your timing will be obvious after the first day or two of strikes which will make the cops seem inept and create general panic and apprehension in the city, because people will begin to fear those times of day. It will not however reduce your target choices because most people will still continue their daily routine either out of habit, denial or because they have no other choice.

Set a strict pattern of Mission Go/Abort conditions and do not ever deviate from them, if something looks, feels or seems wrong, abort and move on to the next target zone and target time.

The first evening and each evening after that you will position your emergency vehicles somewhere convenient to you target areas the next day but not in the same area, a ten to twenty minute walk or somewhere easily convenient by public transportation. Double and triple check where you park, it will not do to have a vehicle you are relying on get towed and inspected by the police when they realize it has stolen plates.

Your schedule is as follows, you will wake up at 3am to eat and prep yourself and your gear as described previously and this will be done before and after each and every mission. Burn everything which you have used, razors, cooking supplies, dishes etc, in the fifty gallon drum, clean your bathroom and pour a small amount of lighter fluid in the drain of the sink and shower and in the toilet bowl, light these on fire. This should incinerate much of the left over biological material without damaging the fixtures. Wipe down all surfaces and anything you may have touched, check your bed for stray hairs [there shouldn't be any as the only hair you have is on your eyebrows right but it is still good to check], shake out your sheets, and sweep the floor, burn all trash, dirt, dust etc. Again you should be comfortable licking everything in the area.

If you need to wake up earlier and still arrive at the target area before 5am then adjust accordingly.

When you arrive at the target area, check all of your firing zones and escape routes to make sure they are clear, you have an hour to do this, so be thorough; it might save your life. Listen continuously to the police band scanner, it will be the soundtrack to you life over the next fortnight, and with luck will keep you one step ahead of the cops. Wipe down the interior of your vehicle, even though you are wearing latex gloves. You will take out the first target at precisely 6am, do not vary this by a single minute, it will maximize the psychological impact, and prevent you from taking foolish chances if there is a less than optimal condition. Either the conditions are perfect for you to take the shot in that one minute window or you need to walk away, spending any more time or hoping for another opportunity will cause you to make a fatal mistake. Only fire one shot, if you miss or fail to terminate the subject do not fire additional shots, this will only help witnesses identify where the shot came from. Fire one shot and evacuate the area.

Assuming you take out your first target, follow your primary retreat path, walk, do not run, do not look behind you, if you are being pursued you will hear it. When you reach your vehicle get in casually, and drive off observing all traffic regulations and doing nothing to call attention to yourself. This will take great discipline. If you have any reason to suspect your primary route has been compromised or is no longer secure revert to your back up.

If you have to abandon a vehicle to flee on foot, use the flare gun to ignite the gasoline cans in the vehicles, remember you have a flare gun so you can shoot the flare into the vehicle as you are moving away from it, this will give you some margin of safety, and should eliminate any potential biological evidence in the vehicle. If you have to flee on foot, chances are you want to dispose of the weapon and anything which can tie you to the crime, remember to remove the moleskin pads, these will have absorbed any sweat and prevented your from leaving any residue on the weapon, pocket them to be disposed of later, or throw them in a trash can once you are clear of the target area.

Remember the most important thing is to deny the authorities as much evidence as you can, do not ever forget to clean after yourself and destroy anything which you can that might contain DNA evidence.

After you have cleared the immediate target zone, take an indirect route back to your base, be careful to check your mirrors and look out for anything suspicious. Chances are that if you are being followed, you will not notice it, but you may get lucky, especially if the person following you does not know what they are doing. It is highly unlikely that the cops will be organized well enough to perform a competent tailing job until several days into the mission, and most likely then they will attempt to make an arrest rather than follow you, but it never hurts to be watchful.

When you return to your base, repeat all of the preparation procedures, clean your weapon of any gunpowder residue, change your clothes, wash and scrub your body. Remove and burn your latex gloves, make sure that you replace them with fresh gloves immediately after removing them, do not touch anything without gloves on, and wipe down anything nearby just to be safe. Burn any notes relating to the target site you left. Eat a hot meal, proper nutrition is essential, and make sure you drink plenty of water. Your body and mind will be under an amount of stress that most likely is not familiar; you should drink a minimum of three liters of water a day.

If this is your first kill, you will have probably vomited, hopefully you used one of the grocery bags after all that is what they are there for, do not feel bad, almost everyone vomits after their first kill and many people continue to for the next few as well, by your third or fourth kill you should have regained control of your nerves and stomach, but until then keep plastic bags handy. In case you haven't guessed, burn the bag of vomit in the 50 gallon drum.

This should be done rather quickly but not hurriedly, being thorough is the most important thing. Before you leave be sure you evacuate your bowels and your bladder. Make sure you have time to arrive at your next target area before 11am. Follow the same process as with the 6am strike and again make your kill at exactly Noon. Return to base as before, repeat the process as before. Even if you are not hungry or thirsty eat and drink more water. Do not consume any other beverages, especially alcohol or caffeine as they will only serve to dehydrate you further, as well as affect both your judgment and your nerves.

Repeat this process identically for the 6pm strike, and when you have completed the ritual of returning to base, go directly to sleep.

Sleep is essential to keep you operating at peak efficiency, chances are you will have little trouble sleep unless your conscience is bothering you, in which case you should abort the mission, destroy all the evidence and equipment and return to the cabin. A troubled conscience will cause you to hesitate and make mistakes which you can not afford, if you can not put it aside until after the mission, terminate the mission. You should be exhausted, the energy expended maintaining the level of alertness you need combined with your nerves should have you out like a light pretty damn quick.

You will not vary from this routine by a millimeter from day 1 through day 7. Day seven you take a break, God rested on the seventh day and so shall you. After your last strike on day six, return to your remote location, dispose of the groceries you purchased earlier and move the trash to dumpster, do not leave it at the location. Go into town a purchase another weeks worth of supplies, be friendly and courteous, do a little window shopping, talk about your supposed activities. You want to be remembered here, but do not over do it, small town folk remember just about everything as it is. Go out and spend some time relaxing, read a book, and rest, you have been working hard, you have earned it. Do not consume alcohol or any other drugs however, you will be returning to work soon enough. Plan to return to your base at the same time you would normally return from the 6pm strike and go to bed as planned.

Days 8 through 12 proceeds on the same precise schedule as before. Day 13 is clean up day. If you made it this far without getting caught, now it is time to pack up and disappear. Burn everything that will burn in the 50 gallon drum except your fake driver's license. Take apart your rifles and re-tool the barrels to change the rifling, scar and disfigure the inside of the barrel and then do your best to mangle or destroy it. Do not attempt to burn your ammunition in the 50 gallon drum; instead place it in the back of the van. Anything which cannot be easily burned goes into the back of the van. Take everything and I mean everything out of the base. Scrub it so thoroughly your mother would enjoy licking every surface. Keep the old sedan for the moment and dispose of the rest of the vehicles in the following manner. Soak nine feet of the cotton cord in gasoline, pull it through your fingers to remove all excess gasoline, allow it to dry for about half an hour. This will be your fuse. Drive the old sedan to the second disposal site, and then drive the new sedan to the first disposal site. Return and drive the van to the first disposal site. Place the prepared fuse into one of the gas cans. For the van it might be advisable to add a few extra gas cans, but none should be more than half full. Remove the lids to all gas cans; remember it is the gasoline fumes which are explosive, not the gas itself, so you want the fumes to be released. If you prepared your fuse right it should buy you about thirty seconds of time to get clear of the vehicle. Proceed directly to your car, do not run or look behind you. Leave the scene in the new sedan obeying all traffic laws, drive immediately to the second site. Repeat the procedure with the new sedan, fleeing in the old sedan. Drive to the cabin returning the old sedan to the previous parking space.
